Historic Black South Memphis neighborhood centered on Kansas Street and Riverview Boulevard, first annexed by Memphis around the turn of the twentieth century. The community of frame houses, walk-ups, and rail corridors was first targeted for federal urban renewal in 1964, a project that stalled for years amid negotiations between the Memphis Housing Authority, residents, and HUD.
